      The construction organisation plan serves as the basis for planning capital investments and providing the construction with the appropriate labour and material resources.

      All general matters related to investment in construction and the determination of the necessary material, technical and labour assets are set out in the construction organisation plan. By the time it is developed, an architectural design must already exist. On the basis of the POS, the master construction plan is drawn up, the capital investments are calculated, the organisation of work at all construction sections is considered in aggregate, the timing of the construction stages is determined, and schedules for the supply of building structures, materials, machines and mechanisms are prepared. The POS resolves the question of the need for temporary buildings, site cabins and access roads.

      To develop the POS, engineering surveys are carried out in advance, as well as a survey of the facility if it is being reconstructed, and the initial data for design. The division of construction into start-up phases, the plan for laying utilities, the calculations and estimates, the possibility of providing water, gas and electricity, the waste-removal sites, the geological processes taking place in the area, and much more must all be taken into account.

      The POS contains summary information on the entire facility, the order and schedule of the works, organisational diagrams, justification for involving particular transport and lifting machines, and a substantiated need for human resources. On its basis, all the rest of the construction documentation is developed, specifying the tasks for individual sections.

      How does the construction organisation plan (POS) differ from the work execution plan (PPR)?

      The POS is developed as a section of the design documentation at the “P stage” (design) and is part of the list of the Developer’s (Client’s) basic functions.

      The PPR is developed by the party carrying out the construction (General Contractor, Contractor, Subcontractor) on the basis of the POS decisions and the working documentation (RD).
